The chief lawmakers of world soccer have indeed discussed the possible replacement of throw-ins with kicking. IFAB officials have agreed to launch a trial of the idea. In the Netherlands Second League they want to introduce the rule already in the season 2023/24.

The main argument is quicker kicking of the ball. He was also supported by Wenger, FIFA's head of global soccer development. Speaking in favor of kick outs, Arsène said that the game must become more spectacular and faster to attract the attention of the younger generation.

The IFAB is also thinking about stopping time during breaks. The fact is that on average in the APL the ball is in play for 55 minutes and 3 seconds, in the LL it's a minute longer.
